L'idea per la canzone venne (indirettamente) dalla poesia di Allen Ginsberg ``Wichita Vortex Sutra.''. Phil scrisse anche un articolo intitolato Have You Heard? The War is Over! (Avete sentito? la guerra è finita) che venne pubblicato nella rivista Village Voice, L.A. Free Press nel 1967.

The idea for this song came (indirectly) from Ginsberg's ``Wichita Vortex Sutra #3.'' Phil also wrote an article entitled Have You Heard? The War is Over! which was published in the Village Voice, L.A. Free Press and later in his War is Over song book.


La versione incisa in "Tape from California" è orchestrata da Bob Thompson, musicista e arrangiatore di vari dischi pop, che in questo album smarcò completamente Phil Ochs dalle sonorità tipiche del folk. Il sofisticato arrangiamento orchestrale di Thompson cita la famosa marcia patriottica The Stars and Stripes Forever composta da John Philip Sousa e, in coda, I Ain't Marching Anymore dello stesso Ochs.

Tuttavia la performance più appropriata della canzone non è quella incisa sull'LP ma quella acustica che Phil Ochs eseguì l'11 maggio 1975 davanti a 100.000 persone al Central Park di New York durante il concerto intitolato proprio The War Is Over. A quel punto la guerra era davvero finita.

Phil Ochs & Joan Baez


L'11 maggio 1975 si tenne un grande concerto al Central Park di New York per celebrare la fine della guerra in Vietnam. Phil Ochs partecipò cantando tre canzoni: I Ain't Marching Anymore, There But For Fortune (con Joan Baez) e questa The War Is Over che aveva scritto otto anni prima e che dava il titolo al concerto. Fu l'ultima volta che la canzone venne eseguita in pubblico dal suo autore. Phil decise di abbandonare questo mondo meno di un anno dopo.

the fourth verse is the third on the recorded version and the fifth is the second on the record. the sixth is another verse that wasn't on the recording

But at least we're working building tanks and planes
and a raise is coming so we can't complain
